High-Tech Park was formed owing to President’s Decree ¹12 about High-Tech Park (22.09.2005). In this document was stated the necessity to create effective infrastructure for the development of IT services within the domestic market and also to provide the most favorable environment for the offshore zone functioning aimed at IT-outsourcing.
From the very beginning of High-Tech Park operation the toughest demands were required to those companies that wanted to be the part of this organization. For being High-Tech Park resident it is not enough to have prosperous profitable IT company with qualified staff that accomplishes international projects. It is obligatory to perform company’s strategy of development for the further 10 years to Expert Commission and to prove company’s financial stability in the future.
But all the efforts that companies’ made are not in vain because they will get many advantages of being a resident of High-Tech Park. First and foremost, it is preferential tax treatment that allows these companies invest the saved money in the R&D departments that are dealing with innovative technologies and projects development. Moreover, High-Tech Park enables its residents to be represented on the domestic and international level on Park’s behalf. Also its residents are the permanent participants of the conferences and meetings held in High-Tech Park.
It is worth mentioning that it was not very easy for our company to become the resident of High-Tech Park. The collection of the necessary documentation, preparation of the report successfully performed by our Technical Director Sergey Zaturanov occupied much time. But all these efforts were not in vain. The Expert Commission was unanimous in its decision – iTec Group was admitted into High-Tech Park since the 4th of November. iTec Group’s managers and staff are absolutely sure that it is a real breakthrough in company’s development that will influence significantly on its future work.
The first techno park in the USSR was formed in 1988 in Tomsk and it was based on French experience in the creation of special economic zones for the innovative technologies development. In 1989 techno parks appeared in Moscow (on the Moscow State University basis) and Zelenograd.
In 2005 the federal program of techno parks development in regions started in Russia. Initially only 12 Russian regions were included in this program. In a year another 2 objects were added.
However, in 2009 techno parks financing from federal budget was stopped. In fact the aim of techno parks construction was not reached and from effective incubator for IT start ups it was transformed into business centers.
In the USA, the pioneer in the Techno parks development, there are more than 170 techno parks. Some of them are of very wide specialization, some of them are of narrow specialization like International Center for Automobile Research in Greenville, South Carolina. But all techno parks are similar in one thing: preferential taxation treatment. It is not a tricky way to evade taxes but the efficient tool for the industry innovative development.
Also among countries that pay their special attention to techno parks development it is worth mentioning Canada, China, Pakistan, Australia, Great Britain, Finland, Spain, Poland and Holland.
